Education is one of the sectors that promotes national development by ensuring the development of functional human resources. Teachers are the main driver of student learning outcomes. Teacher performance generally determines not only the quality of education, but the overall performance of the students who train them. Therefore, teachers themselves need to receive the best education. This will help teachers train students in the best possible way. The quality of teachers and the quality of education are known to be one of the most important factors shaping student learning and social and academic development. Good training ensures that teachers are of very high quality in order to properly manage the classroom and facilitate learning. This is why teacher quality is still an issue, even in countries where students consistently score high on international exams, such as trends in Mathematical and Scientific Studies (TIMSS). Teacher training is of paramount importance in such countries, given the potential for positive student outcomes.

The structure of teacher education continues to change in almost every country, depending on the search for teachers who understand only the current needs of students or their needs. Change is an attempt to ensure the quality production of teachers, and in some cases, only to keep the classroom free from teachers. In the United States, methods of encouraging quality teachers have been the subject of much debate, and for the last decade or so have been largely inspired by the methods provided by Left Behind ((California Teachers, 2015)). Teachers and teacher quality related issues continue to be drivers in Japan and elsewhere in the East, where there are too many teachers and systems in place to ensure the production and recruitment of quality teachers. If this article has two parts: First, the teacher education system in Ghana is analyzed, and in the second part, some determinants of the quality of education are analyzed.

2.0 Teacher education

Ghana carefully tried to develop good teachers for the core classes. As he (2006) pointed out, the goal of teacher education in Ghana is to provide early teacher training and in-service training programs to develop competent teachers who will help improve the effectiveness of school education and continuing learning. By offering, is to provide a comprehensive teacher education program. Until recently, Ghana's early teacher education program for primary school teachers was offered only at the University of Education (CoE) until the University of Education, the University of Cape Coast, and University College joined other central and higher education institutions. The most striking difference between the programs offered by other institutions of higher education is that colleges offer education, exams and awards to students, while education colleges provide fees and Cape Coast University offers exams and accreditations through the Institute of Education. The National Accreditation Council has approved a teacher training program for quality assurance.
